BarrieVotes.ca 2026 municipal election

Sources

Every document this site draws on, what it covers, and which pages it holds up. If a number here has no source, it is a bug — this is the page that makes that checkable.

This site publishes 188 sources. Each entry names the document, who issued it, the date it was retrieved, and the pages resting on it. Where a figure needs a caveat, the caveat lives on the page that shows the figure — this is the index, not the argument.

51 of them survive only in the Internet Archive. The City of Barrie still publishes exactly one of its own election certificates: 2022. Everything earlier was recovered from archived copies of pages that no longer exist, and one URL the City itself last published for the 2018 results now returns a 404. Where that is the case, the entry says so and links the archived copy rather than implying the original is still there.

The substance came through General Committee item 19-G-280 (October 7, 2019, staff report LCS019-19), which also authorized a non-standard procurement for election services including an external auditor to perform a security audit, funded from the Election Reserve. Municipal Elections Act, 1996, S.O. 1996, c. 32 The statute itself. Summary of Expenses for Members of Council (quarterly Council Expense Reports), Q1 2019–Q2 2026 Thirty quarterly PDFs (Q1 2019 – Q2 2026, every quarter barrie.ca has published; earlier quarters retrieved via the Internet Archive since the live page keeps only a rolling window). Each report carries three appendices per member — Appendix A (mayoral/councillor discretionary spending, itemized by description), Appendix B (corporate: phone/air card/tablet, reported as per-item totals with no transaction-level detail), and Appendix C (conference and travel, itemized by event) — which this site transcribes line by line rather than just the summary totals. Every member-quarter's itemized lines were machine-verified to sum to the cent against that quarter's own summary table, and the annual sums independently reconcile against the s.284 remuneration statements' City-paid-expenses figures charted on /issues/council-pay/. Q4 2022 spans the November mayoral transition and carries both Lehman's and Nuttall's partial-quarter figures separately. City of Barrie — Finance Department August 19, 2026
2016 Business Plan — Executive Summary Internet Archive Requested/recommended budget, not approved. "TOTAL RECOMMENDED TAX OPERATING BUDGET" net figure (PDF p27) includes Service Partners for this and every year through 2023 -- unlike the 2024 book onward, where the same-named row excludes them. The site therefore never charts this printed total directly: the city-operations figure for 2016-2023 is the total minus the same table's Service Partners & Grants section net, so the partner lines are not counted twice. City of Barrie August 18, 2026
2017 Year End Report (Staff Report EMT002-18) Internet Archive The only surviving report of its kind: net divisional expenditures, ACTUAL vs budget, tax-rate supported — the same basis as the levy pages. Carries a 2016 actuals column. Equivalent reports were presented each spring (the eScribe minutes show the motions) but no other year's PDF survives online; the rest are in the Clerk records request (HUMAN-RESEARCH.md §1, item 10). City of Barrie August 18, 2026
Budget and Financial Overview (2019 budget) Internet Archive Requested/recommended budget. Its comparator column carries the 2018 APPROVED Service Partner amounts. The Divisional Tax Operating subtotal is printed as a blank header band in this book -- no 2019 divisional requested figure exists. City of Barrie August 18, 2026
Budget and Financial Overview (2020 budget) Internet Archive Requested/recommended budget. Its County-of-Simcoe partner detail table is a stale, character-for-character duplicate of the 2019 book's own (including a shared "$1,923,00" typo) -- the 2019 APPROVED County Total - Tax Funded figure that would otherwise be sourced from that table is not published here as a result. Its SUMMARY table is not stale and does print a 2019-approved County net of $18,473,000, but on the narrower basis that excludes the County Capital Reserve contribution, so it does not fill the gap on the site's Total - Tax Funded basis; the 2019 county row instead uses the 2021 book's "2019 Actuals" column. This book's comparator column otherwise carries the 2019 APPROVED Service Partner amounts. City of Barrie August 18, 2026
Budget and Financial Overview (2021 budget) Requested/recommended budget. Its comparator column carries the 2020 APPROVED Service Partner amounts, and its per-partner Base Budget Change Report adds a "2019 Actuals" column -- the source of the 2019 County of Simcoe actual ($19,948,986 Total - Tax Funded), the only documented 2019 County figure on the site's basis. City of Barrie August 18, 2026
Budget and Financial Overview (2022 budget) Requested/recommended budget. Its comparator column carries the 2021 APPROVED Service Partner amounts; the column itself is mislabelled "2022 - Budget" in the document but its values match the 2021 approved figures found elsewhere, not 2021 requested. City of Barrie August 18, 2026
Budget and Financial Overview — Tax Rate (2015 budget) Internet Archive Real text layer. The first year whose book prints a per-partner net Tax Impact table beside the gross one. Carries 2013 actuals. City of Barrie August 18, 2026
Business Plan Overview (2012 Business Plan, §3) Internet Archive Scanned PDF, no text layer. Its Fund Account Summary (p. 54) states the 2012 tax-rate Property Taxes — the levy — at $178,433,033; the figure was read from the page image. City of Barrie August 18, 2026
Executive Summary (2013 Business Plan, §a) Internet Archive Scanned PDF, no text layer. Its Fund Account Summary (p. 55) states the 2013 tax-rate Property Taxes — the levy — at $184,505,506; the figure was read from the page image. City of Barrie August 18, 2026
Executive Summary (2017 budget) Internet Archive Requested/recommended budget. Its comparator column carries the 2016 APPROVED Service Partner amounts. City of Barrie August 18, 2026

Fund Account Summary (2011 Business Plan) Internet Archive Real text layer. Its Sources and Uses by Fund table states the 2011 tax-rate operating Property Taxes — the levy — at $171,283,091. City of Barrie August 18, 2026
Operating Budget and Financial Overview 2023 Requested/recommended budget. Its comparator column carries the 2022 APPROVED Service Partner amounts. The 2023 APPROVED figures themselves are sourced from the 2024 Service Partners book's comparator column. City of Barrie August 18, 2026
Service Partners & Grants (2013 Business Plan, §g) Internet Archive Scanned Xerox PDF, no text layer; the extracted file is OCR and every published digit was verified against the page image. Carries 2011 actuals. City of Barrie August 18, 2026
Service Partners (2011 Business Plan) Internet Archive Real text layer. Its Base Budget Change Report carries 2009 ACTUAL expenditures — the oldest actuals recoverable; no 2009 or 2010 book survives on the Wayback Machine. The gross request rows carry the development-charge offsets as separate revenue lines, unlike the 2015+ books' printed Tax Impact rows. City of Barrie August 18, 2026
Service Partners (2012 Business Plan, §10) Internet Archive Scanned Xerox PDF, no text layer; the extracted file is OCR and every published digit was verified against the page image. Carries 2010 actuals. The police board's covering letter states the net 2012 request ($43,583,716) — the table's gross minus the DC offset, corroborating both figures. City of Barrie August 18, 2026
Service Partners (2014 Business Plan, §5) Internet Archive Scanned Xerox PDF, no text layer; the extracted file is OCR and every published digit was verified against the page image. Carries 2012 actuals. City of Barrie August 18, 2026

Staff Report CCS-010-2026 — 2026 Tax Rates States verbatim that Council approved the City portion of the 2026 budget on 2025-11-12 under Motion 25-G-236 (as amended) and the Service Partner portion on 2025-12-10 under Motions 25-G-259 and 25-G-261 (as amended), and that both established the total property tax levy requirement at $338,922,579. Adopted by Council 2026-04-29 as motion 2026-A-071. Both approving motions were "as amended", so nothing about the per-line split survives from the requested documents without its own source. Note the deck's 7.22% differs from the 8.53% the City's Service Partners book records for the same request — the bases are not stated, so do not reconcile them by arithmetic; state each with its source. Also carries sworn strength (250 in 2023–2025, plan to 280 by 2030) and the service's own population projections. Barrie Police Service August 9, 2026

Community Safety and Policing Act, 2019, S.O. 2019, c. 1, Sched. 1 Section 50 is the jurisdiction answer for /issues/safety-policing/: council sets the board's OVERALL budget and is not bound to adopt the board's estimates (s. 50(4)), but has no authority to approve or disapprove specific items (s. 50(5)); if the board finds the budget insufficient it can take the municipality to conciliation and binding arbitration (s. 50(6)–(12)). Creating Safer Spaces: Barrie's Coordinated Approach to Addressing Homelessness & Encampments The City's own operational page, and the primary source for: the State of Emergency declared September 9, 2025 (still in effect); 705 individuals identifying as homeless per HIFIS data as of 2026-08-04; two known encampments on municipally-owned land as of 2026-08-14; 209 encampments "addressed" between the declaration and 2026-08-14; and both encampment definitions verbatim. A live page the City updates on a rolling basis, so the cumulative "addressed" figure changes scope partway through 2026 (see the comparability_note on that indicator series) — figures cite the retrieval date, and the page must be re-captured before any update. Everyone Counts 2024: Insights from Simcoe County's Homelessness Enumeration The County's own five-point Point-in-Time series (2016, 2018, 2020, 2022, 2024), County-wide including Barrie and Orillia — not the City of Barrie alone, and not on the same basis as the City's live HIFIS figure elsewhere on this site. The report itself warns that "changes in methodology, data collection processes, and definitions of homelessness over time can influence the results, making direct comparisons potentially misleading." The 2016 figure is Registry Week survey responses, a different method than the in-person counts from 2018 on. County of Simcoe August 18, 2026
Our History Internet Archive The library's own history page, no longer live (checked the current site's sitemap for a replacement -- none exists). Source for the 1854 Mechanics' Institute founding meeting, the 1862 incorporation, the 1891 first permanent building, the 1917 Carnegie building, the 1964 three-storey addition, and the December 1996 move to Worsley Street. Police-reported crime statistics in Canada, 2025 CMA-level table: Barrie Crime Severity Index 46.9 (-3% vs 2024), crime rate 3,777 per 100,000 (-4%) -- the lowest CSI of any CMA in Canada for the second year running. This is a Census Metropolitan Area figure (Barrie CMA includes Innisfil and Springwater), NOT the same geography as a Barrie Police Service-only figure; do not conflate the two, and do not compute a delta between a CMA-basis year and a BPS-only-basis year. Statistics Canada August 18, 2026
2025 Annual Report (for the Board) Traffic Services table: 4,835 motor vehicle collisions in 2025, up 8.6% over two years; the 2024 report restates the 2023/24 figures under a differently-worded row label, a small discrepancy noted rather than resolved. Also carries the 2025 Community Safety & Satisfaction Survey's traffic-concern ranking (speeding 65%). Barrie Police Service August 17, 2026

The 2011 city count is published twice by StatCan: 135,711 (E) on the 2011 profile, revised to 136,063 (r) on the 2016 profile — the series uses the 2011 profile's own figure and notes the revision. Commuting flow from geography of residence to geography of work by gender: Census subdivisions, 2021 Census (Table 98-10-0459-01) Retrieved via the WDS coordinate API rather than the 292MB full-table CSV: every one of the 5,161 possible destination CSDs was swept individually for Barrie as the residence geography. The 2021 census commuting reference week (May 2-8, 2021) fell inside a provincial stay-at-home order; 21.3% of the labour force worked from home that week, so every mode-share and duration figure drawn from this table or the census profile is a pandemic-week snapshot, stated as such. The Daily — Labour Force Survey, March 2026 Names Barrie among the five highest unemployment rates of the 20 largest CMAs in March 2026 (8.5%). By July 2026 Barrie had improved to 7.0% and ranked mid-pack — the page states both. Statistics Canada August 17, 2026
Thirty-seventh General Election 2000: Official Voting Results — Barrie-Simcoe-Bradford Full candidate field for the November 27, 2000 general election in Barrie-Simcoe-Bradford: Aileen Carroll (Lib) 26,309, Rob Hamilton (Alliance) 17,600, Jane MacLaren (PC) 7,588, Keith Lindsay (NDP) 2,385, Ian Woods (Action) 387, Brian K. White (no affiliation) 234. This election predates the site's systematic 2003-onward federal/provincial coverage; it is included as a documented exception because Rob Hamilton's 2000 candidacy is directly relevant to his confirmed identity as Mayor Robert J. Hamilton (2003-2006). Elections Canada August 17, 2026

Traffic Counts (Open Data) 7,616 records, 2000-2025, turning-movement and automatic-recorder counts. One 2024 record (Mapleview Dr & Acura Entrance, 308,156 daily) is a tenfold keying error against its own prior-year and opposite-leg counts and is excluded. For automatic-recorder rows the peak-hour field equals the daily total and is not meaningful; only turning-movement counts have a real peak-hour figure. These are leg volumes at counted intersections, not AADT. City of Barrie August 17, 2026
Winter Operations Plan (revision starting November 2025) The operational document: 1,654 lane-km of roads and 660 km of sidewalks, the route counts, the November 15 to April 15 season, application rates, and the Minimum Maintenance Standards tables reproduced with their section citations. Winter Road & Sidewalk Maintenance The public service standard: the three route tiers and their trigger depths and cleanup times, the sidewalk tiers, the downtown by-law exception, the windrow policy, and the overnight parking ban. Also states an average annual snowfall of 286 cm, unattributed and higher than the Environment Canada normal. City of Barrie August 17, 2026
Housing Community Improvement Plan (City of Barrie page) The City's affordable-housing incentive suite and its stated targets: 15% of new units city-wide, 20% within the Urban Growth Centre and Major Transit Station Areas. City of Barrie August 11, 2026
Municipal Housing Pledge (City of Barrie page) The pledge in the City's own words: 23,000 units by 2031, made February 2023, with 13,916 units already approved at the time. Also states that "approximately 30% of all units approved since 2015 have been constructed" — the City's own account of why approvals and completions are different measures. Census Profile, 2021 Census of Population — Barrie (City and CMA) Census day was 2021-05-11. The profile page is server-rendered, so the figures were read from the rendered tables rather than through fetch-source.sh; the extraction records the rows verbatim. It also settles a mislabel: the 2021 CMA population is 212,856, and the 154,517 figure this project's notes once called "the CMA" matches no census geography (the population centre is 154,676). Statistics Canada August 9, 2026
Statistics Canada table 34-10-0154-01 — CMHC housing starts, under construction and completions in selected census metropolitan areas, monthly (Barrie CMA rows) CMHC reports the Barrie CMA — a larger geography than the city, and there is no city-level equivalent in this program. The annual figures on the site are sums of the twelve published monthly values, stated as such. (RESEARCH.md previously pointed at table 34-10-0126-01 for this; that table is province-level only.) Barrie Police formalize increased downtown enforcement but say legal limits remain barrier The board converted 7 special constable ("City Guardians") positions to permanent; Jan-Apr 2026 vs. 2025 the board was told downtown calls for service rose 175% against a citywide crime decline of 25%. A same-meeting BarrieToday story attributes the 175% to officer engagement rather than calls for service -- the two outlets describe the same board report differently; this page states the discrepancy rather than picking one. Barrie library officials bite back on council's spending restrictions Council passed a motion, without public notice, requiring the library board to seek council approval for any capital expense not already in the annual budget, until a new financial-governance policy is in place. Board chair Austin Mitchell: "I am disappointed at this motion." The board adopted a Financial Controls and Oversight Policy in response (Board Motion #24-26). Barrie police seeing less 'total harm,' but more commercial crime The service's 2024 recap to its board, from organizational researcher Madison Charman: about 76,000 calls for service, 13% criminal in nature, total harm down about 8% year over year. "Total harm" and "community-reported harm" are the service's own internal scoring measures, not a StatCan statistic, and its board updates have since given inconsistent percentage figures for overlapping periods -- treat any single harm-score percentage as the service's own framing of that particular update, not a stable series. City could check out library through 'value-for-money' audit Council's January 2024 library budget cuts: $100,000 from materials and programs, $78,387 cut from a community-navigator position on the expectation the County would fund it, and Mayor Nuttall's public objection to the board's accumulated surplus, followed by an internal-audit value-for-money review of the library and the County. Barrie Transit provider with $528M contract not compensated during disruptions The twenty-year MVT operating contract's value and end date, the City's 2025 payment, and the fact that the operator is not compensated during disruptions — all attributed in the story to the City's director of transit and parking strategy. No City document stating them has been located. BarrieToday (Bob Bruton) August 17, 2026
Barrie unveils defence investment incentives at CANSEC The $50 million package and the $2.5 million for Armed Forces training at Georgian, issued by mayoral direction (MDIR007-26, May 28, 2026) under the strong-mayor powers rather than by a council vote. Pass the salt: Barrie council to sift through winter receipts The 2025-26 winter's cost (more than $10 million, bills still arriving), the 390 cm of snow, salt use and the shortage, and the service-review motions. Province spending $6.6M to connect thousands in Barrie area to primary care The $6.6 million and the roughly 20,000 unattached residents it is expected to reach. Financial Statement — Auditor's Report Candidate (Form 4 / MMAH form 9503P) Sixty-six separate PDFs, one per 2022 candidate, individually linked from each row on this site rather than from one listing page. Most are handwritten forms, scanned; a figure counts as verified here only when Box C and D's own arithmetic closes (C2+C3+C4=C5, C1−C5=D1) or the "no contributions or expenses" box is legibly ticked. The City's own disclaimer applies to every figure: as filed by candidates, not verified or amended by staff. Sixty-nine candidates were certified in 2022; this set holds 66 statements and the gap between the two counts is not yet reconciled against Notices of Default or late filings. City of Barrie, filed under the Municipal Elections Act, 1996, s.88.25 August 19, 2026
Financial Statement — Auditor's Report Candidate (Form 4) Internet Archive Sixty-eight separate PDFs recovered from the Internet Archive (crawled 2015-10-30/31; the original barrie.ca SharePoint page is gone), one per 2014 candidate, individually linked from each row on this site. Nearly all are handwritten and scanned. Most 2014-era forms use a different box layout (Revision B: C2+C3=C4 total expenses, D1=C1−C4) than the 2022 forms; a figure counts as verified here only when that revision's own arithmetic closes or the "no contributions or expenses" box is legibly ticked. The City's own disclaimer applies to every figure: as filed, not verified or amended by staff. City of Barrie, filed under the Municipal Elections Act, 1996, s.88.25 August 19, 2026
Financial Statement — Auditor's Report Candidate (Form 4), 2016 Ward 7 by-election Internet Archive Eight separate PDFs recovered from the Internet Archive (crawled 2016-05-09), filed under the same URL path as the 2014 general election statements but naming the Ward 7 by-election explicitly. Individually linked from each row on this site. Same Revision-B form layout and verification discipline as the 2014 statements. City of Barrie, filed under the Municipal Elections Act, 1996, s.88.25 August 19, 2026
Financial Statement — Auditor's Report Candidate (Form 4), 2020 Ward 3 by-election Internet Archive Seven separate PDFs recovered from the Internet Archive (crawled 2021-01-19, with one later capture from 2022-09-28), individually linked from each row on this site. One capture, filed under the name "Gerry-Marshal" (single L), is a mislabeled duplicate of Kelly Patterson McGrath's own statement — confirmed by reading the name on the form itself — and is excluded from every table here rather than misattributed to Gerry Marshall, whose real statement is the separate "Gerry-Marshall" (double L) capture. City of Barrie, filed under the Municipal Elections Act, 1996, s.88.25 August 19, 2026
Financial Statement — Auditor's Report Candidate (Form 4), and Financial Statement — Registered Third Party (Form 8) Internet Archive Sixty-three separate PDFs recovered from the Internet Archive (crawled September 2019; the original barrie.ca page is gone), individually linked from each row on this site. Sixty-one are candidate statements (Form 4); two are registered third-party advertiser statements (Form 8, Campaign for Life Coalition and Dave Forfar), which carry no "nil filing" checkbox and so are never treated as a proven nil. Two of the PDFs in this set (Donald Blais, Keenan Aylwin) are truncated/corrupted and could not be opened at all. The City's own disclaimer applies to every figure: as filed, not verified or amended by staff. City of Barrie, filed under the Municipal Elections Act, 1996, ss.88.25 and 88.29 August 19, 2026

Mayor, council and committees — Mayoral decisions and directions The City's own register of every mayoral decision and direction made under Part VI.1, published as O. Reg. 530/22 s.3 requires. Most entries are routine by-law approvals; the page states that rather than treating a raw count as a meaningful figure on its own. City of Barrie August 18, 2026

Reg. 331/23 and O. Reg. 41/25, which have kept Barrie designated continuously since. Government of Ontario — e-Laws August 18, 2026
O. Reg. 189/26 (amending O. Reg. 530/22, Part VI.1 of the Act) Filed June 22, 2026: the election-year freeze on an outgoing mayor's CAO-appointment, organizational-structure and over-$50,000 by-law approval powers, plus the restriction on starting the following year's budget clock late in an election year. Operates as amendments consolidated into O. Reg. 530/22 (s. 11), which is why the two are cited together. Government of Ontario — e-Laws August 18, 2026
O. Reg. 530/22 (Part VI.1 of the Act) The operative regulation: the budget-proposal clock (s. 7), the election-year freeze added by O. Reg. 189/26 (s. 11), the prescribed-municipality schedule (Barrie is item 12), and the carve-outs from the veto and by-law-proposal powers. Consolidation from June 22, 2026. Government of Ontario — e-Laws August 18, 2026
O. Reg. 580/22 (prescribed provincial priorities) The two priorities the veto and by-law-proposal powers are tied to: 1.5 million new homes by 2031, and infrastructure to support housing (transit, roads, utilities, servicing). Unamended since December 2022. Government of Ontario — e-Laws August 18, 2026

The primary source for the municipal side of every crossover on this page; the City's 2003, 2010, 2014, 2018 and 2020 municipal-election result PDFs are scanned images with no text layer, which is part of why a full crossover list has not existed on this site before. Proclamation Declaring the Representation Order to be in Force (SI/2013-102) Split Barrie into two ridings for the first time: "Barrie-Innisfil" (ED #4, the southern part of the city plus Innisfil) and "Barrie-Springwater-Oro-Medonte" (ED #5, the northern part plus Springwater and part of Oro-Medonte), each defined by a line running Dunlop Street West to Tiffin Street to Lakeshore Drive. First contested in the 2015 general election. Government of Canada August 17, 2026
Proclamation Declaring the Representation Order to be in Force (SI/2023-57) Renamed "Barrie-Innisfil" to "Barrie South-Innisfil" (ED #4) and revised "Barrie-Springwater-Oro-Medonte" (ED #5) to run the dividing line to Kempenfelt Bay. First contested in the 2025 general election. Ontario did not adopt this federal boundary provincially, so from 2025 the two levels of government use DIFFERENT names for the same southern Barrie seat -- federally "Barrie South-Innisfil", provincially still "Barrie-Innisfil". Government of Canada August 17, 2026
Proclamation Declaring the Representation Order to be in Force as of the First Dissolution of Parliament that Occurs After May 1, 2004 (SI/2003-154) Electoral district #4, "Barrie": "that part of the County of Simcoe comprised of the City of Barrie" -- the whole city in one riding, first contested in the 2004 general election. Government of Canada August 17, 2026

How this section is built: generated from the source registry, the site’s index of every document it holds. This table is not maintained by hand — it is read out of the same data the site's pages read, so it cannot list a source the site does not hold, or omit one it does.

What counts as a source

A figure with no source does not go on this site. Not temporarily, and not with a promise to fill it in. Where a number could only be found in news reporting, it stays off the page until it can be traced to the document underneath it.

Two consequences worth stating plainly. Unknown is not zero — a figure nobody published renders as "not available", never as a blank or a nought. And a derivation is not an attested figure: where this site calculates something, it is marked and the calculation is given, so you can disagree with it.
