Campaign finance

Every municipal candidate has to file a financial statement with the City Clerk — what they raised, what they spent, and whether they finished with a surplus or a deficit. This page transcribes every recoverable statement across five cycles, by eye, form field by form field: the 2014 and 2018 general elections, the 2016 Ward 7 and 2020 Ward 3 by-elections, and the 2022 general election. 2026 candidates do not have to file until after this election, so their figures cannot appear here yet — see who is running in the meantime.

203 of 203 recovered statements across all five cycles now carry a published figure — most because the form's own arithmetic closes exactly or the candidate legibly ticked "I did not accept any contributions or incur any expenses," a smaller number (marked ) because the form's own printed bottom line was recorded as filed despite a small unexplained gap, and a final dozen (also marked ) because only a partial figure could be read at all — usually expenses with no usable income figure — or because nothing was written on the form and $0 is published as an editorial convention rather than a confirmed fact. Every mark's tooltip, and that row's own notes, say which. Combined, they report $902,045 in total campaign spending. Where a filing's summary arithmetic closed, a "Itemized detail" disclosure under that row expands into what the candidate actually spent it on — by the form's own expense categories — and every named contributor whose gift exceeded $100, the threshold at which Ontario law requires a name on the form. Every figure on this page is as filed, unverified — the City's own disclaimer is that candidates' statements have not been checked or amended by staff, and that caveat travels with every number here. The recovered set may not equal the filed set: each cycle's PDFs come from one or two Internet Archive crawls (2022's from the City's own site directly), and a statement the crawl missed is absent here without being absent from the record. Names are as the City's certified results spell them, which sometimes differs from how a candidate signed their own form — the filing itself, linked from every row, is the underlying record either way. A name links to a candidate profile only on an exact match against that year's certified results; where no match exists, the row renders unlinked rather than guessed into one.

Every cycle, by what the money bought

The forms themselves categorize spending differently across cycles and box revisions — "Brochures/flyers" against "Signs" against a hand-written "Other" line mean different things on different forms. This regroups every itemized expense line into the same spending-type buckets that council expenses uses, by keyword match on each line's own text, so the makeup of campaign spending compares fairly across cycles — and against a councillor's own council-expense account, on that person's own candidate profile. Only the subset of filings with a second itemization pass — the ones carrying an "Itemized detail" disclosure below — contribute to this chart; it is a breakdown of that itemized detail, not a restatement of every filing's total. Campaign spending never carries a Corporate (phone/tablet) line — that bucket exists for council's own unitemized phone/tablet charges, and appears here at zero.

Every cycle, by who spent it

The same itemized totals as the chart above, split by candidate instead of by category. Each cycle's five highest-itemized-spending candidates get their own segment, largest at the base of the bar; everyone else in that cycle folds into one "All other candidates" segment, always at the tip regardless of its own size. Individual candidates share a single colour rather than each getting its own — with dozens of them across five cycles, a distinct hue per person would be noise, not signal, and could wrongly imply that a colour repeating in a later bar means the same person. Hover any segment for who it is and what they spent. That catch-all bundles 30 candidates in 2014; 26 candidates in 2018; 38 candidates in 2022. 2016 and 2020 have no catch-all: each by-election's whole field fit inside the top five.

Every cycle, by who funded it

The money side of the same itemized filings: every contribution a candidate's own money and goods/services, plus every named contributor whose gift exceeded $100 — the threshold at which the form requires a name. Ranking self-funding alongside external donors let a handful of well-funded candidates crowd every named slot, so the top ten here are the ten largest external, non-self-funded contributors each cycle, largest at the base. Every candidate's self-funding still counts — collapsed into one dedicated "Self-funded" segment per cycle rather than competing for a named slot or vanishing into the catch-all — and everyone else folds into one "All other contributors" segment at the tip. That catch-all bundles 297 in 2014; 12 in 2016 (by-election); 88 in 2018; 109 in 2022 external contributors. Contributions of $100 or less are never individually named on the form, so no segment here — named or catch-all — can list them one by one; they are present only inside whichever filing's own reported total already includes them.
