Recorded council votes

Every recorded vote in Barrie's published meeting minutes — 178 of them, from 2013 to 2026. Nearly all were taken at council meetings; 2 took place at committee meetings and are in the table too. All of them, not a selection: nobody chose which votes you get to see.

How to read this table. Most council business passes on consent with no member-by-member vote in the minutes. When one appears is itself a recording practice that has changed with the City's minutes systems — routine in the era through 2019, usually on a member's request from 2020 on. So this is the complete set of votes the minutes record by name, not of positions taken — absence from this table is not absence of a position. The voice votes are in the record too: every motion outcome printed in every council meeting's minutes — 2,872 across 257 meetings, beside these 178 recorded votes — each listed on its meeting's page, always as an outcome and never as anyone's position, because a voice vote records none. The public record also has a hole: the City's meeting system lists no meetings at all between October 22, 2025 and January 20, 2026, so any recorded votes from that window are missing until the Clerk provides the minutes. Where the minutes print no outcome beside a vote, none is shown here.

How each member's recorded appearances divide. Bars are proportions of each member's own total (printed at the right), because members served different spans — comparing raw counts would mostly measure tenure.

Proportions of the recorded votes that name each member — absences included; the number at the right is that total. Read the absences with care: minutes record an absence only when they print an Absent line, and an absence can be statutory rather than chosen — a member with a declared conflict of interest must not vote, and under Procedural By-law 2019-100 s.8.5 a member present but not voting is deemed to vote no. The table below is the record.

Every figure counts appearances in recorded votes only, as printed — a recorded absence counts as being named, not as taking part. A low total mostly means a shorter span on council within this dataset (which begins in 2013); it is not a participation rate. The eras also differ: the minutes system used through 2019 printed member-by-member lists more routinely than the 2020–2025 system, where a recorded vote usually followed a member's request — so a 2013-era member's larger count partly reflects the recording practice of the day. Per-member detail, vote by vote, is on each profile.

The votes above are transcribed mechanically from the minutes, and 3 of them carry notes where the minutes' own printed tallies disagree with their own printed name lists — the names are what the record shows, and the discrepancy is stated rather than smoothed over.

Voice votes: the rest of the record

A recorded vote is the exception. Everything else council disposes of is decided on a voice vote, which enters the minutes as an outcome and nothing more — no names, no split, no abstentions. Those outcomes are on this site too: 3,038 of them across 269 council meetings, beside the 178 recorded votes. They are listed here by meeting and in full on each meeting's page.

They are outcomes, never positions. Nothing in a voice vote says how any member voted, and this site will not infer it. What the mix does show is how rarely anything fails:

Carried Carried unanimously Carried by two-thirds vote Lost Carried on consent Carried as amended

Every motion outcome printed in the council minutes that was not decided by a recorded vote. Segment figures are on hover or tap; the largest by far is a plain "Carried". Derived mechanically from the archived minutes text — complete by construction, nobody chose which motions to count.

Every motion outcome the council minutes print, by year and by how it was decided — council meetings only: the 2 recorded votes taken at committee meetings are in the table above but not these bars. Segment figures are on hover or tap. Two things the shape shows: recorded votes are a sliver — the blue is what a member asked to have their name attached to — and failure is rarer still. Where the minutes print no outcome beside a vote, it is counted as its own segment, not assumed carried. A voice vote records no positions, so the two colours are not comparable as evidence of anything about a member. Bands mark who held the mayor's chair, not a claim about cause. 2014, 2018 and 2022 are light because a term ended; October 2025 to January 2026 is missing from the City's published record entirely.

Derivation: every motion outcome printed in every City Council minutes document in the archived corpus, extracted mechanically and excluding those decided by a recorded vote, which are counted in the last column and detailed above. The extraction is mechanical, run over the archived text of every minutes document. Committee minutes are not included: General Committee recommends and Council disposes, so a committee's minutes carry no final outcome. The same gap in the City's meeting record applies here — no meetings are published between October 22, 2025 and January 20, 2026.
