Development applications in Barrie

What developers have asked the City to approve, where, and how far each request has got: 363 projects on the City's map of planning applications. 51 are still open — under review by City staff or under appeal at the Ontario Land Tribunal — proposing 13,409 homes between them. Each links to the City's own project page and to the council and committee meetings that dealt with it.

One project, counted once: the City's map lists each application separately, and a project usually needs several (an official plan amendment, a rezoning, a plan of subdivision, a site plan), each listing the same homes.
This page groups them by the City's project page, or by file number where the map gives no page, and counts a project's homes once, as the most any of its applications proposes. Homes here are proposed, not built: an approved application can take years to reach a building permit, and some never do.

Where are homes still under review?

Homes proposed in projects under review or under appeal, by 2026 ward, as of October 15, 2026

Homes in each open project, counted once per project; a project whose land crosses a ward line counts in each ward it touches.
Wards are the 2026 wards, placed by the City's own map query against its ward boundaries. Commercial and industrial floor space is not counted here.

Applications, not projects: a project filing a rezoning and a site plan counts twice, which is the City's workload.
Years before 2019 are faded because the map is thin for them (see below), and 2026 is the year to date.

What the map leaves out.
It lists applications that are under review, under appeal, approved or registered: there are no refused or withdrawn applications on it. And it is not every application the City has handled. Checked against the planning file numbers on council and committee agendas: of those first on an agenda from 2019 on, 140 are on the map and 30 are not, most of those City-initiated amendments; of those first on an agenda in 2016–2018, only 18 of 93 are (this site's comparison).

Every project on the map

Most recent first within each status. Proposals are the City's descriptions, in sentence case. A project's status is its least advanced application's: a rezoning approved while its site plan is still being reviewed is under review.

How many Committee of Adjustment applications are there?

The Committee of Adjustment hears two kinds of application: a minor variance asks to bend a zoning rule (a setback, a height) for one property, and a consent asks to split or adjust land, most often to create a new lot (304 of the 487 consents on the City's map). These are not on the planning applications map above, so they are not in its counts.

Applications on the City's two Committee of Adjustment map layers, counted in the year the City opened each file, whatever the outcome (approved, denied, closed or still open).
2026 is the year to date and faded. Years before 2017 are left out because the layers hold only a few records a year for them (160 variances and 22 consents from 2001 on), too few to read as complete years.

How many homes are in the City's subdivision pipeline?

A plan of subdivision divides a block of land into lots and new streets. The City's map of 467 subdivisions counts 73,762 homes across them, from those still under review to those where building permits have been issued. Subdivisions still in review are likely also among the projects on the planning applications map above, so the two counts overlap and this site does not add them together.

Homes as the City's subdivision layer records them for each plan, grouped by the plan's status in the City's own words (in sentence case).
Totals are the layer's total-units field; where it is larger than the four type fields added up, the difference (3,933 homes in all) is shown as not split by type. Left out: 7 plans with no status. There is no chart by year: 290 of the plans carry no application date. Industrial plans are included and mostly carry no homes.

Where are the City's unassumed subdivisions?

The City keeps a separate map layer it calls unassumed subdivisions: 113 of them, most in Ward 10 (30), Ward 9 (27), Ward 8 (18). The layer itself does not define the term, so this site reports it by the City's name for it.

Unassumed subdivisions by 2026 ward, as of October 15, 2026

Subdivisions on the City's unassumed subdivisions layer, placed in the 2026 wards by the City's map against its ward boundaries.
A subdivision crossing a ward line counts in each ward it touches, so the wards add up to 120, more than the 113 subdivisions on the layer. Each ward links to its candidates.
